Background 

Patrick has specialised in development and environmental issues since 1988 and has worked extensively with infrastructure and redevelopment projects, disposal and management of former industrial sites, remediation and compliance issues, dispute resolution, land access, local government issues and planning law, climate change and environmental law.
He works with Commonwealth, State and local government agencies and corporations as well as Australian and international private sector corporations. His experience acting for both the public and private sector brings his clients an understanding of the multiple perspectives that are often necessary to efficiently resolve and manage infrastructure, development and environmental issues.

Relevant Experience

  • Advising the Hunter Development Corporation on the Intertrade Industrial Park project. This involves the remediation, sale and redevelopment of the former BHP Steelworks site in Newcastle.  Patrick has been the lead partner advising on all issues including the calls for proposals, assessment of tenders, drafting contract documentation, powers of relevant agencies, remediation issues, infrastructure issues.
  • Advising the Redfern Waterloo Authority on the master planning and redevelopment of the North Eveleigh Rail Yards.   The work has included advice on managing infrastructure issues and the interface with the neighbouring rail corridor.
  • Advising Thiess Services on the Homebush Bay remediation Project.  This project includes the remediation and redevelopment of the former Union Carbide and Allied Feeds Sites at Homebush and  the remediation of the bay areas adjoining these sites. Patrick advised on the approval processes, tenders, appeared at a commission of inquiry and drafted and negotiated all project documentation including remediation agreements and arrangements with State Government entities.
  • Advising Maritime NSW on the proposed redevelopment of Berry’s Bay.
  • Advising Parramatta City Council on the proposed Civic Place project.  This is a major project to redesign the city centre of Parramatta.  Patrick advised on planning issues, process issues within Council, powers under the Local Government Act; interface agreements and land transfer arrangements with Integral Energy and TIDC, compulsory acquisitions.  The matter involved appeals in the Land and Environment Court, Court of Appeal and High Court.
  • Advising a major State infrastructure provider on its licence and reporting obligations.
  • Parramatta Rail Link, North Side Storage Tunnel – advising on all environmental planning, land access, Native Title and associated issues.
  • Schools 1 and 2 PPP, Headquarters PPP, Bonnyrigg Housing PPP, Long Bay Prison PPP and Rolling Stock PPP advising on planning, land access and environmental issues.  This work included assist with the drafting and negotiation of environmental, planning and land access issues in the project deeds.
  • Port Botany Upgrade – advising the underbidder on all environmental, planning and land access issues.
  • Sydney Metro- advising short listed consortium on all environmental, planning and land access issues,
  • South West Rail Link – advising TIDC on compliance with the EPBC Act.
  • Environmental Audits of the operations of a major electricity retail and distribution business in NSW.  Environmental Audits of a number of the larges manufacturing sites in Australia.
  • Redevelopment and disposal of many sites for the Commonwealth and State Governments and major private sector companies including the former Defence sites Penrith, Haberfield, Ermington, Werrington, East Hills, Dunheved, and Regents Park, the former BHPB wire mill at Abbotsford, the former James Hardie site at Camellia, former SRA lands in Glebe and the Sydney Water Police Site, the former St Peters Landfill.
