Alicia is a construction law specialist who advises clients on all aspects of major construction, engineering and infrastructure projects.
Alicia has worked in Australia and the United Kingdom and her practice focuses particularly on transport projects, projects in the healthcare sector, civic infrastructure projects and major residential developments.
Alicia advises on the drafting and negotiation of all forms of contracts for major projects including PPPs, design and construct contracts, traditional contracting, EPC/EPCM , subcontracts, professional agreements and security documentation. Alicia continues to assist clients through the life of their projects providing advice on contract administration, claims, dispute resolution and downstream procurement.
Public Housing Renewal Program, Stage One
Acting for Besix Watpac on its tender with Capella and Housing Choices Australia for Stage 1 of the Public Housing Renewal Program being a PPP for the redevelopment of existing estates at New Street, Brighton; Racecourse Road, Flemington; and Bangs St, Prahran. Alicia also advised AV Jennings as the successful developer for an earlier stage of the Public Housing Renewal Program which involves the redevelopment of social and private housing at Gronn Place, Brunswick West.
South Australian Schools PPP
Acting for Besix Watpac advising on all stages of its tender as the design and construction contractor bidding with HRL Morrisons, Planum Partners and Spotless for the financing, design, construction and maintenance of two new 0-12 schools outside of Adelaide worth approximately $260 million.
Melbourne Metro PPP
Acting for Bougyues Construction Australia during the delivery phase of the project in relation to negotiation of the amendment and restatement of the PPP documentation and, prior, acting for the design and construction joint venture comprised of Lendlease Engineering, Bougyues Construction Australia and John Holland in relation to all downstream aspects of its bid for, and delivery of, the Melbourne Metro Tunnels and Stations PPP worth approximately $6 billion. Our role included advising on the appointment of all designers, the procurement of major works packages such as the procurement of the Tunnel Boring Machines and the development of template contracts.
Acting for St Vincent’s Hospital (Melbourne) in relation to all aspects of the redevelopment of the existing hospital buildings in Fitzroy into Australia’s first collaborative, hospital-based biomedical engineering research centre. St Vincent’s is partnering with 8 other Universities and Institutes for the ACMD project.
State Library Redevelopment Victoria
Acting for Development Victoria in relation to the redevelopment of the State Library of Victoria worth approximately $70 million. Our role has included advising on the appointment of the design team and the engagement of the managing contractor.
Toowoomba Second Range Crossing PPP
Acting for Acciona Construction and Ferrovial Agroman advising on all stages of their successful tender as design and construction contractor bidding with Nexus Infrastructure (Plenary and Cintra) and Broadspectrum for the $1.6 billion Toowoomba Second Range Crossing PPP. Our role included all stages to contract close and during delivery of the road which reached completion in 2019.
