About Marine
Marine has more than 20 years of experience in all areas of government property transactions. She has extensive experience acting for government clients in property redevelopment projects, acquisitions and dispositions of property, all areas of leasing, subdivision and development of land, and compulsory acquisitions.
Her government clients include state government, statutory authorities, local government and federal government. Marine also works for corporates, developers and private investors. She regularly advises the government on significant and complex real estate transactions requiring specialist knowledge of procurement processes, including expressions of interest, requests for proposals and tenders, structured concurrent negotiations and private treaty transactions.
Marine regularly provides specialist advice to governments on achieving policy objectives through property development projects. Marine also has experience in providing probity advice in the context of procurement processes for property transactions.

Wyndham City Council
Acting for Wyndham City Council in negotiating a development agreement with the Western Melbourne Group, who have secured a new A-League Football licence, to utilise the value capture potential of 60 hectares of Council owned land in Tarneit to fund a 15,000 seat rectangular stadium of national standard. We have advised on all aspects of the project including drafting and negotiating all documentation for the development of the football facilities and the residential and commercial land development.

Port Phillip City Council
Acting for Port Phillip City Council in the redevelopment and long-term lease of the St Kilda Marina. We have advised on all aspects of the procurement process involving an expression of interest and request for proposal process. We have also drafted the lease which contains development obligations and other leasing obligations relevant to a long term lease.

Department of Treasury and Finance
Acting for Department of Treasury and Finance in the sale of the former Fitzroy Garden Gasworks, to a government purchaser. We negotiated and drafted the contract documentation which involved complex provisions dealing with rezoning, site remediation and apportionment of costs and affordable housing requirement.

Acting for Department of Treasury and Finance on the agreement between the State Government and Melbourne City Council for the Queen Victoria Market redevelopment. The project involved a comprehensive understanding of Crown land and road closure issues, surrender and re-grant of land and advising on all project risks.

Regional Development Victoria
Advising Regional Development Victoria (RDV) on the Ballarat Station precinct Redevelopment Project. This involved advising on procurement of an integrated four star hotel and exhibition/conference centre. We advised RDV on the expression of interest and request for proposal phase of the project and the preferred developer negotiations. We drafted and negotiated the development agreement and all associated legal documentation for the project. We worked closely with a number of government stakeholder advising on complex land, planning, environmental and construction matters.
