About Peter

Peter is a property and planning lawyer with experience acting for government and private clients across Australia. He specialises in Commonwealth Government leasing, procurement, divestment, construction and complex property arrangements for both federal and state government entities, sophisticated commercial clients and high-net-worth individuals.

Peter has advised on significant infrastructure developments, large-scale leasing and fit-out arrangements, and Commonwealth acquisition and disposal matters across all jurisdictions in Australia, including many of its external territories. He adopts a personal client-focused approach, providing practical and pragmatic advice to achieve a positive outcome for his clients.

Peter is a member of the Property Council of Australia Planning and Residential Committee (ACT) 2022-2024.

Experience

  • Department of Defence

    Advising on large-scale leasing procurement for office space including fitout works and design and construction of new premises. This involved the preparation of multi-stage procurement documentation, Agreement for Lease, Commonwealth National Lease and Conditions of Proposal, advising on the application of Commonwealth Procurement Rules, conducting legal compliance evaluations and negotiating with respondents.

  • Department of Finance

    Advising on the divestment and acquisition of multiple properties under the Lands Acquisition Act 1989. This involved preparing divestment documentation, contracts for sale and Crown leases. Peter also provided advice on lease back arrangements, Environmental Protection and Biodiversity Conservation obligations, planning legislation, and ministerial and delegate powers under the Act.

  • Department of Infrastructure, Transport, Regional Development and Communications

    Drafting advice and acting for the Department in respect to telecommunications and mining leases in external Australian territories. This included advising on the application of legislation in external territories, and drafting and negotiating leases for an optic fibre cable landing station, general purpose mining, establishment of a water treatment plant and establishment of communications facilities.

  • Queanbeyan-Palerang Regional Council

    Advising on multiple property arrangements, leases and licences for various projects conducted by the Council. This work included advising on planning arrangements in relation to public roads, venue hire agreements, long-term lease and licence arrangements with community groups and included drafting documentation for construction and leasing of new buildings.

  • Lendlease

    Advising on the proposed acquisition of a greenfield site from a government agency in order to develop a retirement village and residential care accommodation uses. Peter’s involvement included advising on the terms of the tender response, the subsequent negotiations of the terms of Crown Lease, Contract for Sale and associated development agreements, heritage considerations, application of territory planning legislation on client’s proposed tender response and potential subdivision considerations. Peter was also involved in the on sale of part of the site to a residential care provider to develop and operate a residential care facility.
