About Xinyu

Xinyu is an experienced commercial lawyer advising both government and private sector clients in relation to ICT, procurement, energy and health. In the ICT and procurement space, Xinyu has extensive experience in preparing tender documents, advising on tender evaluation and negotiating contracts for the clients. In relation to energy matters, Xinyu acts for energy utilities, energy sector investors and government on energy projects.

Being a native Mandarin speaker, Xinyu is the first point of contact for Chinese clients, and frequently advises foreign private and government investors on Foreign Investment Review Board approval matters.

Experience

  • ICT and procurement

    Advising public and private sector clients on complex, high value and business critical IT/technology procurement and implementation projects, including advising Optus on the procurement of its 5G network.

  • Energy and resources

    Advising public and private sector clients on energy related matters, including advising the Department of Environment, Land, Water and Planning on the introduction and implementation of the Victorian Default Offer and other legislative reforms to the Victorian retail energy market, and undertaking legal due diligence and drafting and negotiating key transaction documents on behalf of private clients for renewable energy development projects.

  • Health

    Advising the federal Department of Health on the Seventh Community Pharmacy Agreement, the National Diabetes Services Scheme Grant Agreement and the the Community Service Obligation funding arrangements.
