About Mark
Mark is an experienced and pragmatic commercial lawyer. Having spent the last decade advising Australian government entities in both operational and policy contexts, Mark has advised on a wide and diverse range of matters, including complex and high-value procurements, legislative development and interpretation, intergovernmental systems and arrangements, governance development and implementation, probity, intellectual property, and media engagements.
Mark has extensive experience in providing legal and probity advice, drafting contractual arrangements, leading complex negotiations, interpreting and enforcing contractual rights, and resolving contract management issues and disputes. Mark also has substantial experience advising in other areas, such as on legislative and administrative law issues.
Having performed Executive and Senior Executive lawyer roles within Commonwealth agencies before joining Maddocks, Mark has advised government clients at all levels of seniority, both through conventional written advice, and as the legal member and representative on a range of governance bodies and processes.

Services Australia
- Advised the agency’s large-scale sourcing program to conduct multiple parallel procurement processes to obtain next-generation telecommunications platforms and services, and disengage from existing platforms and services, including by supporting negotiations, providing strategic direction, and facilitating the management of probity safeguards.
- Provided legal advice and support to the agency with the development of, and submissions towards, the Digital ID Bill 2024, and the Digital ID (Transitional and Consequential Provisions) Bill 2024, including advice on the scope, implications and development of governance for the agency’s parallel roles as System Administrator, attribute provider, and relying party.

Australian Federal Police
Led the provision of advice and support to the AFP as it conducted an RFT to procure a first-of-kind radio network capability, including providing legal advice, leading negotiations, and leading processes to resolve matters arising out of the termination of the process for capability requirement-related reasons. Also led negotiations with State and Territory bodies to enable the new capability to integrate with their emergency management infrastructure.

Department of Health and Aged Care
Provided legal advice and support to the Department in its preparation for, and conduct of, an approach to market for a service provider to supply, collect, test and supply the results of testing kits for bowel cancer to Program participants.

Department of Home Affairs
Acted as the probity adviser to the Department as it developed and released an open request for tender for the design, supply, warehousing, tailoring and distribution of uniforms, accoutrements and protective equipment for Australian Border Force and Australian Federal Police personnel nationally.
