About Avi
Avi is an experienced commercial lawyer specialising in complex procurement and contracting, with a particular focus on technology and telecommunications projects. He is known for his strong commercial judgment and his ability to identify key risks early. Having acted as an in‑house lawyer for a number of entities, Avi has a strong appreciation of the realities faced by in‑house teams. This experience enables him to deliver advice that is clear, pragmatic and solutions‑focused, and that is readily implementable and sensitive to commercial and organisational constraints.
Avi has been a central adviser on some of the Commonwealth’s largest and most complex commercial transactions, supporting clients across scoping, drafting, negotiation and contract management activities. He regularly advises on technology‑driven procurements, whole‑of‑government arrangements, platform implementations and other major digital programs (including AI).
His broader expertise includes advising on copyright and intellectual property licensing, privacy matters and other issues commonly arising in technology‑based procurements. Avi’s practical approach and deep understanding of government contracting frameworks help clients navigate complex commercial environments with confidence.

Digital Transformation Agency
Part of the team that advised on the renegotiation of the Whole of Government Agreement with IBM for hardware, software and cloud services (which include complex software licencing and other commercial arrangements). Avi’s role included providing drafting support for the agreement, advising on key legal risks and up to date Commonwealth policy and assisting with negotiations. Avi was key in assisting the DTA to implement its objectives by ensuring the contractual documentation contained appropriate requirements and protections, whilst being acceptable to IBM as a commercial entity.

Commonwealth Department of Health, Disability and Ageing
Advised the Department of Health on its procurement of a key government policy initiative to provide free digital mental health support to Australian citizens. This matter involved advising the Department on its procurement approach, advising on key intellectual property issues, and ensuring the underlying (cloud based) technology system had appropriately robust security provisions in place to ensure the protection of Australian healthcare information and other personal information.

Office of the Commonwealth Ombudsman
Advised the Office on its two part procurement of a client, case and relationship management system. In addition to preparing the relevant request for tender documentation, Avi assisted the Office in its negotiations with each of its preferred tenderers, including advising on risks associated with AI implementation within the system. Simultaneously throughout this procurement, Avi prepared the Privacy Impact Assessment (PIA) for the system, including considering privacy risks associated with the use of a new platform implemented and hosted by different vendors, and considering data migration issues associated with the system.

Commonwealth Department of Finance
Avi has advised the Department of Finance on various whole of government arrangements including its arrangements for Air Services, Travel Management Services and Automotive Leasing and Fleet Management Services. Through these various matters, Avi has negotiated and provided advice to the Commonwealth on its arrangements with the World’s biggest companies, including major airlines, travel management companies and financial institutions.
