Advising joint ventures in major transport infrastructure projects

We have advised a joint venture comprised of Lendlease Engineering Pty Ltd, Bouygues Construction Australia Pty Limited and John Holland (the D&C JV) in relation to all the downstream contracting arrangements of the D&CJV’s proposal for the design and construction components of the Melbourne Metro Rail Project.

The Melbourne Metro Rail Project is a major transport infrastructure project being delivered by the Victorian State Government with an estimated capital works value of between $9 billion and $11 billion.

The D&CJV is part of the Yarra Partnership Consortium, of three shortlisted consortium bidding for the project which will comprise:

  • twin nine-kilometre rail tunnels connecting the Sunbury and Cranbourne / Pakenham lines
  • five new underground stations at Arden, Parkville, CBD North, CBD South and Domain with longer platforms to accommodate High Capacity Metro Trains
  • high capacity signalling.

The preferred consortium is expected to be announced in mid-2017.

Maddocks advised the D&CJV on the procurement of all downstream contracts for the project including the appointment of the design team and the contracts with major suppliers and subcontractors to undertake the tunnelling and station works. The role required the Maddocks team to understand the contracting arrangements with Project Co and the State and the numerous interface arrangements which are critical to the successful delivery of the project.
