About Andrew

Andrew has extensive experience advising on some of the largest and most complex construction, infrastructure and energy projects undertaken in both Australia and internationally. He advises financiers, project sponsors, contractors, and subcontractors in the planning, delivery and execution of major projects spanning a wide range of industry sectors.

As a qualified civil engineer, Andrew is able to draw on his legal expertise to provide a unique perspective for his clients. Andrew specialises in project advice from conception to completion, Public Private Partnerships, major projects including Engineering, procurement and construction, drafting and negotiating tender and contract documentation, contract administration advice and issues resolution.

Experience

• Commonwealth Department of Infrastructure, Transport, Cities and Regional Development – Western Sydney Airport

  Advising the department’s Western Sydney Unit in the delivery of the Western Sydney Airport Project.

• Transport for NSW – More Trains More Services Stage 2 Project

  Providing high level strategic advice on delivery and contract options as well as advising on how to structure the project, as well as preparing EOI and RFT documentation, including Proposal Development Deeds, Incentivised Project Delivery Partner Agreements and the Joint Coordination Deed.

• Transport for NSW – Country Regional Network

  Advising on the O&M contract for the operation and maintenance of the Country Regional Network.

• Transport for NSW – New Intercity Fleet Blue Mountains Route Clearance Project

  Appointed to act on the Blue Mountains Route Clearance component of TfNSW’s New Intercity Fleet Project. The Blue Mountains Route Clearance component of this Project involves the modification of tunnels, station platforms and rail lines in the Blue Mountains to ensure the new fleet of intercity trains could pass through current stations and rail lines. This project is being delivered under a competitively bid alliance model.

  Andrew advised advise on the preparation of an Project Development Deed for each alliance to sign, the preparation of the Project Alliance Agreement, reviewing and advising on the commercial framework and request for tender documentation and assisting with negotiations with the Alliance.
