About Charlie

Charlie specialises in planning and environment law. He has experience advising local and state government authorities on issues relating to strategic and statutory planning, environment and water. Charlie also maintains a practice acting and appearing for municipal councils in prosecution and enforcement matters in relation to planning and environmental offences.

Charlie regularly appears as solicitor-advocate in the Victorian Civil and Administrative Tribunal, Planning Panels Victoria and the Magistrates Court of Victoria.

Charlie is currently the Co-Convenor of the Victorian Planning and Environmental Law Association’s (VPELA) Young Professionals Group, and, in 2024, was the recipient of VPELA’s Young Professional Award.

Experience

  • Strategic Planning

    • Advising and appearing for planning authorities in relation to planning scheme amendments, from the inception of a strategic project through to implementation.

    • Advising in relation to growth area planning, infrastructure funding mechanisms and Environment Effects Statements (EES).

  • Statutory Planning

    Advising and appearing for state and local government authorities in the Victorian Civil and Administrative Tribunal in relation to statutory planning decisions.

  • Compliance & Enforcement

    Advising and appearing for municipal councils in relation to planning and environmental enforcement and prosecution matters.

  • Environment

    Advising on the interpretation and application of environmental legislation, including the Water Act 1989, the Flora and Fauna Guarantee Act 1988, the Mineral Resources (Sustainable Development) Act 1990 and the Environment Protection and Biodiversity Conservation Act 1999 (Cth).

  • Advocacy

    Advising and appearing as an advocate on behalf of local and state government authorities in the Victorian Civil & Administrative Tribunal, Planning Panels Victoria, the Magistrates Court of Victoria and the County Court of Victoria.
