Maddocks welcomes experienced government and probity lawyer Vanessa Flowers

• 08 October 2026 • 2 min read

Maddocks has appointed Vanessa Flowers as Special Counsel in the firm’s specialist probity team in Canberra.

Vanessa’s arrival enhances the depth and capability of Maddocks’ Canberra dedicated probity team, which provides strategic probity, process, governance and assurance services to government agencies undertaking complex procurement, procurements and grants – and to private sector organisations.

Vanessa brings extensive experience advising a wide range of Commonwealth and ACT Government agencies, regulators and private sector clients on complex governance, probity, procurement and integrity matters.

Over her career, Vanessa has been the probity adviser on some of the Commonwealth’s most significant procurement processes. Her expertise spans the full procurement lifecycle – from drafting probity and procurement plans, advising on conflicts of interest, and delivering probity briefings to evaluation panels, through to reviewing evaluation reports.

Vanessa joins Maddocks from McInnes Wilson Lawyers, where she was a principal. She has previously served as in-house legal counsel in the energy sector, providing regulatory, commercial, and governance advice.

“Vanessa’s track record of trusted adviser to government agencies, her probity expertise, and her broad commercial experience expands our capacity to deliver pragmatic and responsive services to our clients,” said Commonwealth Government Sector Leader, Simonetta Astolfi.

Commenting on her appointment, Vanessa said: “Maddocks’ outstanding reputation for delivering strategic and commercially focused advice at scale is what attracted me to the firm, and I look forward to supporting government and private sector clients on complex governance, probity, procurement, and commercial matters.”

Vanessa’s arrival further strengthens Maddocks’ market-leading probity capability and underscores our commitment to helping government clients deliver programs and projects in an increasingly complex and highly scrutinised environment.
