About Clare
Clare is the Practice Team Leader for the Maddocks Property team in Victoria.
Clare is a general property specialist with expertise in both transactional property work (including acquisitions, disposals and leasing) and property advisory work.
Her extensive experience in working with public sector clients has enabled her to develop expertise in property areas that are unique to public sector clients, including; development and procurement processes, development agreements and other transaction agreements, compulsory acquisitions, road discontinuances, statutory powers of access and entry, subdivisions and easements, adverse possession and strategic property advice.
Clare frequently assists clients to manage risks in complex property transactions, having regard to both the political and commercial context within which a particular property issue is being considered, to inform their decision-making.

Water sector
Clare has particular expertise in the water sector, and her clients include metropolitan, regional and rural water authorities. Clare’s experience in advising water sector clients means that Clare has extensive expertise in advising on:
- the statutory and policy framework governing property dealings which are unique to government agencies;
- procurement processes including EOIs, RFPs and structured negotiation processes; and
- strategic advice in conducting commercial negotiations, particularly in growth area acquisitions.

Local Government
Having worked with local government clients for over 18 years, Clare has a deep understanding of property issues and all types of property transactions which are unique to local government clients. Clare regularly acts on behalf of various metropolitan and regional local councils in the acquisition and disposal of properties, community leasing projects, adverse possession claims, creation and surrender of easements, enforcement and removal of restrictive covenants and rights and powers over roads and public highways.

Clare has developed particular expertise in advising charities and not-for-profit organisations on their property transactions, and regularly assists these entities to implement sophisticated property strategies in a revenue constrained environment.
