About Joshua
Joshua is a public lawyer whose practice focuses on litigation, administrative law and regulatory decision-making. He advises Commonwealth and State government agencies, regulators and public sector clients on statutory powers, investigations, governance and complex disputes.
Joshua has experience across civil, criminal and administrative proceedings, as well as investigative and review contexts involving public sector decision-making. His work includes advising on procedural fairness, judicial review matters, enforcement issues, human rights compliance, and regulatory risk.
Joshua has also advised on novel public law and regulatory issues concerning the exercise and scope of government power, particularly in the context of regulatory frameworks and government decision-making. He practised as an in-house solicitor within the New Zealand Government, working across public law, regulatory and litigation matters.

Seconded as a Senior Solicitor to the Victorian Department of Education's Systemic Review into historical child sexual abuse in government schools, providing legal support to an internal review of institutional response and governance issues.
Seconded as a Principal Solicitor to the NSW Independent Casino Commission, providing advice on regulatory powers, statutory interpretation and enforcement decision-making.
