Rafael is an experienced commercial lawyer advising government and private clients, including in the technology, professional services and education sectors, on a diverse range of matters including procurement, ICT, competition, regulation and intellectual property. Rafael provides strategic commercial advice and practical solutions on a range of commercial processes, including tendering and procurement of major outsourcing arrangements, information technology and general commercial matters.

Experience

• Department of Justice and Community Safety

  Advising on a range of procurement matters, including procurement of services to implement business critical systems to promote the safety of road users across the State.

• Commonwealth Department of Health

  Drafting, advising and assisting with key and complex agreements that deliver wide-ranging and nationally significant community services, such as the 7th Community Pharmacy Agreement.

• Local Government

  Advising and assisting local government clients in relation to tendering, contracting and procurement, particularly in regulatory matters and ICT procurements. Rafael also regularly assists council clients in matters of joint procurement or shared services

• Victorian State Government

  Advising Victorian State Government clients on complex procurement activities and regulatory matters.
