Maddocks advises elevenM stakeholders on acquisition by ctrl:cyber

• 10 February 2026 • 1 min read

Maddocks has advised the key stakeholders of elevenM, a leading Sydney‑based cyber security, privacy, AI and data governance consultancy, on its sale to ctrl:cyber, an Australian-owned provider of end‑to‑end cybersecurity solutions.

The acquisition represents ctrl:cyber’s first major transaction since mid‑market private equity firm Pemba Capital Partners acquired a 50 per cent stake in the business, marking a significant step in ctrl:cyber’s strategy to build an integrated, sovereign cybersecurity platform.

Founded in 2016 by Peter Quigley, elevenM brings a team of around 30-32 specialists recognised for industry‑leading work across cyber advisory, privacy, artificial intelligence and data governance. The acquisition adds new service lines and strengthens ctrl:cyber’s existing capability in areas such as cyber engineering, incident response, and offensive security.

The Maddocks Commercial team advising elevenM was led by Partners Elizabeth Lilley and Andrew McNee, supported by Senior Associate Sophie Ryan and Associate Conner Simes. Additional expertise was provided by members of the firm’s Sydney Employment, Safety & People team, including Partner Olivia Hillier, and Associates Anika Prasad and Scott Miller.
