About Alanna

Alanna is a Partner in the Commercial team at Maddocks, specialising in legal strategy, advisory and project delivery across the energy transition, emergency management, environment, and integrity sectors.

An expert in commercial, administrative, regulatory and integrity law, Alanna is trusted by government, private sector and not-for-profit clients to advise on high-value, high-risk, and high-complexity matters. Her practice focuses on delivering pragmatic, strategic solutions that drive outcomes in sensitive and often high-profile initiatives across the energy, environment, climate and emergency management landscapes.

Alanna brings deep expertise in public administration, commercial transactions, governance, and regulatory enforcement, coupled with a strong commercial acumen and a robust understanding of public finance and economics. Her legal services span major projects, transactions, legislative reform, inquiries, investigations, and litigation — often in complex, high-stakes environments.

She has extensive experience advising Ministers, senior executives, boards, and government agencies on all stages of the project and policy lifecycle, from concept and deal structuring through to implementation, enforcement, and governance. Alanna is also a qualified and highly experienced project manager, having successfully delivered large-scale legal services packages for multi-billion dollar projects and transactions.

Prior to joining Maddocks, Alanna was the Assistant Victorian Government Solicitor and held senior legal executive roles within the Victorian Department of Treasury and Finance.

    Alanna is a specialist in leading legal services for major projects and transactions supporting Australia’s energy transition. She brings together deep expertise in commercial law, project management, energy regulation and public sector governance to deliver strategic legal outcomes across complex and high-value initiatives.

    Alanna advises governments, private sector entities, and not-for-profits on all stages of energy transition projects, including renewable energy development, regulation, compliance and market participation. She has acted on critical energy emergency and crisis response matters, advising governments on legal frameworks and regulatory settings to support system reliability and security.

    Alanna has led and advised on significant legislative and policy reforms underpinning Australia's offshore wind frameworks, including the rollout of enabling legislation and operational regulatory design. She is currently leading legal support for the Commonwealth Government’s Capacity Investment Scheme and has provided key advice on the development and implementation of the Victorian Renewable Energy Target (VRET).

    Alanna regularly assists private sector and not-for-profit clients with energy market compliance, renewable energy projects, and commercial transactions, navigating both State and Commonwealth regulatory regimes, and litigation when it arises.

    In addition to her work on renewable energy development, Alanna supports clients with the transition away from legacy forms of energy generation. She advises on mine rehabilitation and closure projects, including acting for the Commonwealth Government on the complex rehabilitation of the Ranger Uranium Mine.

    Alanna’s experience across major projects includes:

    • Many of Victoria’s major freeway and road infrastructure programs
    • Legal lead for the Victorian State Government in response to multiple Royal Commissions and public inquiries, including natural disaster inquiries and emergency management reforms

  • Emergency and Crisis Management

    Alanna has a special interest in emergency management and crisis response, with a deep working knowledge of the Victorian and Australian legislative and operational frameworks that govern public health, natural disaster and environmental emergencies. She is a trusted adviser to governments, supporting decision-making and crisis response during public safety and environmental incidents.

    Alanna regularly provides statutory interpretation and regulatory advice on complex emergency management frameworks, including the governance, operational coordination, and legislative structures that underpin crisis response at State and Commonwealth levels.

    She has extensive experience advising on intergovernmental agreements, commercial transactions, contracts, and operational arrangements to support emergency management systems. Alanna has acted for public sector entities in relation to COVID-19 regulatory advice and litigation, led the Victorian Government’s legal response to the Royal Commission into National Natural Disaster Arrangements, and frequently acts for emergency management clients in relation to inquiries, legislative reform, operational frameworks, and intergovernmental negotiations.

    Alanna is a specialist in statutory development and interpretation, having provided advice to many public agencies on the establishment, operation, and powers under legislation, along with the interaction of legislation with interstate, Commonwealth, and international legislation and law.

    Alanna regularly presents to national audiences on statutory interpretation.

  • Commercial advice and transactions

    Alanna provides commercial and administrative law advice to government in relation to major commercial negotiations and transactions including the sale of Heyfield Mill and Snowy Hydro, along with other significant commercial deals.
