About Phey

Phey is a construction and projects lawyer with a particular focus in disciplinary inquiries, regulatory enforcement as well as domestic building disputes. She advises on issues relating to regulatory compliance, statutory interpretation and risk management.

Phey is an experienced advocate frequently appearing in the Victorian Civil and Administrative Tribunal and Administrative Appeals Tribunal. She has also instructed in various judicial review matters before the Supreme Court of Victoria and the Federal Court.

Before joining Maddocks, she worked as an in-house lawyer for the Victorian Building Authority where she acted in various disciplinary and registration proceedings relating to building practitioners and plumbers in Victoria, as well as assisted in the legislative reform and advice functions of the Victorian Building Authority.

  • Disciplinary Inquiries

    Managing all aspects of disciplinary process, including reviewing brief of evidence, advising on evidentiary issues, making recommendation on alternative enforcement action, preparing notice of inquiry and appearing as legal counsel assisting at inquiry hearing.

  • Regulatory Compliance

    Advising on compliance and enforcement issues within Victorian building regulatory framework, including matters relating to non-compliant wall cladding, protection work, building notices and orders as well as emergency orders.

  • Judicial Appeals

    Proceedings in the Supreme Court of Victoria and Federal Court of Australia involving judicial review on legality of administrative decisions.
