About Billy

Billy is a construction and projects lawyer who advises local and state government departments and agencies, statutory authorities, consortiums, private developers, contractors and consultants in relation to construction projects.

Billy has extensive experience in drafting and negotiating construction contracts (including Australian Standards and Victorian Public Construction Contracts which are approved standard form contracts by the Department of Treasury and Finance), consultancy agreements, access agreements and cost sharing arrangements. He adopts a proactive, personable and client-focused approach aimed at fostering positive outcomes.

Experience

• Department of Education

  Acting for the Department of Education in the drafting and negotiation of a significant number of school projects including brand new schools and refurbishments totalling more than $500 million.

  Billy is also advising on the preparation of contracts for the design and construction of modular kindergartens and early learning centres as part of the Best Start, Best Life reforms. Billy provides procurement advice on the applicability of the Ministerial Directions for Public Construction Procurement and Instructions for Public Construction Procurement.

• Cladding Safety Victoria

  Acting for Cladding Safety Victoria in relation to the roll out of the State Government’s $600 million cladding rectification funding. This includes the preparation of precedent design and construction contracts and providing procurement advice.

• ID_Land

  Acting for ID_Land across a number of its developments including Elements, Glenlee, Amber, Attwell, Rosewood, Yarraville Place, Watermark, Prospect, Willow, Port Lane, Haymont, The Walter and the Crescent. This includes the preparation and negotiation of civil works contracts, construction contracts and design and construct contracts for residential dwellings, cost sharing deeds, access licences and infrastructure

• Frasers Property Group

  Acting for Frasers in the drafting, negotiating and advising on the redevelopment of the former Bradmill denim factory in Yarraville as well as the design and construction of Eastern Creek Quarter in New South Wales.

• Tract Consultants

  Acting for Tract Consultants in relation to its projects across Australia, including a number of major infrastructure projects.
