About Billy

Billy is a specialist transactional lawyer in the Construction & Projects team, advising on major construction and infrastructure projects across the public and private sectors. Based in Melbourne, he works closely with state and local government, statutory authorities, developers and consultants on the procurement and delivery of complex construction projects. 

He has extensive experience in drafting and negotiating construction contracts, including Australian Standard contracts and Victorian Public Construction Contracts (VPCCs), the latter being approved forms of contract by the Department of Treasury and Finance. Billy also advises on consultancy agreements, project delivery structures, access agreements and cost sharing arrangements. 

Known for his pragmatic, solutions-focused approach, Billy works collaboratively with clients to manage risk, navigate procurement requirements and achieve commercially sound outcomes. 

Experience

  • Education sector

    Advises TAFEs and educational institutions on major capital works and infrastructure projects. 

    Experience includes acting for Bendigo Kangan Institute, The Gordon, Melbourne Polytechnic and Hester Hornbrook Academy. 

  • Developers

    Advises on a broad range of developments, including greenfield, residential, mixed-use and commercial projects. Clients include Riverlee, ID_Land, DM Property, Satterley and Urban DC. 

  • Victorian State Government

    Advises Victorian Government departments and agencies on procurement strategy and compliance with Ministerial Directions for Public Construction Procurement.  

    Extensive experience with Victorian Public Construction Contracts, including drafting and negotiating such forms across school, kindergarten and civic projects.   

    Key clients include the Department of Education, Court Services Victoria and Parks Victoria. 

  • Consultants

    Acts for consultants on major infrastructure projects across Australia on various forms of consultancy agreements.
